LibreWXR is licensed under the AGPL-3.0, and it always will be — free to self-host, modify, and redistribute. The AGPL's network-use clause does mean that if you run a modified version as a service, you have to make your changes available to that service's users.
That obligation is a deal-breaker for some commercial uses — building LibreWXR into a closed-source product, say, or a hosted offering whose modifications can't be released. For those cases a separate commercial license is available that lifts the AGPL requirements. It changes nothing about the open project: LibreWXR stays AGPL and free for everyone else.
